Change a static page

Hi,

When I change a static page in the webfolder, it seems that
the change is not picked up until after the webserver is restarted.
Is that correct behaviour?

May be you have the Enable file Cache on?

You can also opt to keep the cache on and manually clear it when you change something static - either with the button on the web server (if it's not running as a service and is visible) or with the magic URL.
