Another error! -EntryPoint Not Found

I have another run error or rather an error when i try to run a NT app.
Immediately on selecting the exe to run I get ...

CloudTurnstile.exe -Entry point not found

"The procedure entry point NetOSDesEncrypt could not be located in
the dynamic link library C:\TimePeaceMeals\CloudTurnsile.exe"

I have four separate NT apps  sharing the same DCT  and dll files etc
They are each in their own folder each with the same web folder and dlls.
I have copied the web folder that has the settings template included??
I have checked and rechecked that I have all the necessary files in each of the folders.
Three of the four  return this error
The one that does not has the settings template added

However as a test I  added the settings template to one of the three.

I have Clarion and templates etc  on an Amazon server
and I copied these individual folders from a local Win10 machine to the server
The Win10 machine has sophos antivirus.

I have not encountered this NetOSDesEncrpt before so I am at a loss....

that's a strange for of that error - but my first though is that CLANET.DLL is not up to date.
ie you've deployed an old CLANET dll with the exe.
