Fix: Call to SaveFile removed from Validate routine (already in ValidateValue)

Is this a roll-back of the changes made in 8.26 - or is there another purpose?

Hi Peter,

It fixes a bug (which I think was reported at the time, but I misinterpreted the report).
Basically the SaveFile routine was being called twice _on an upload_.
It should be called twice, once when the file uploads and once on Save button, but not twice on an individual upload.
