Child Browse with Blank Message if Empty causes DIV FORM errors parent form

In case anyone else encounters this problem.

If a child browse has a blank entry for Message If Empty entry causes problems with the DIV and FORM tags of the parent form page under at least these conditions,

1) Rounded Tab style

2) Multiple tabs one of which has the Browse

3) Update buttons are above the tabs

When the browse is empty, the problems shows up.   When you know about it, it isn't a problem at all, but it took me forever to track it down.

I replicated the problem in example 21 Browse in form,  app attached.
