Server re-start for custom.css to take effect?

when I make a change in my custom.css file, I run GZipall.bat and do a CTRL-F5 but the screen does not change unless I re-start the server, than a CTRL-F5 will show the change.

What am I missing here? Does the server need to be restarted for changes to take place?

Hi Dave,
It's caching static files, so turn off the cache if you are making regular adjustments. (webserver, performance tab)
