Question about child-procedures

I have a browse, and a child proc that appears to the right. In the proc to the right, I'm adding xhtml sections Before Body tag, and they should appear one below the other. I'm trying for an applet concept.

The top one is a graph, two below are browse procedures, and two more that refer to external html using <!-- net:f:applet1.html -->.

My problem is that the mixture of XHTML lines, some procs, and some routines containing an include file tag, are all screwed up. See the attached image. The other oddity is that the included html files appear beneath the browses. Is this a bug or something I can fix? I can't format the applet1.html type files to have more space at the top, because I want to be able to have the user decide whether to include the applet and which order it will appear in, so I don't know exactly how much space I would need above the html code in that file.
