Errors :vcruntime140.dll Missing and OpenSSL.exe

Hi all,
Trying to create a certificate today following webinar 205
In testing mode and with Insecure port set at 80 and secure port at 0
I get an error message saying that vcruntime.dll missing
I downloaded the 64 bit version and dropped into C:\windows\System32 and into C:\windows\ sysWOW64 as per the instructions on a YouTube tutorial.
Now the error message is, from a window - OpenSSL.exe - Application error window
"the application was unable to start correctly (0xc000007b) click OK to Close"

The settings log window is displaying on the first line

Unable to Open Connection to acme-staging.api.letsencrypt.org:443

?

 First line in the Settings log after the OpenSSL.exe Application Error :

"Unable to Open Connection to acme-staging.api.letsencrypt.org:443"

Further to:
With Suppress errors unticked this NetTalk object Error displayed
"A network communication error has occurred.
Error= Unable to openConnection to acme-staging.api.letsencrypt.org:443
The error number was - 73 which means SSL could not load TLSDLLS(Could not load the TLS dlls-
libssl-1_1.dll,libcrypto-1_1.dll,msvcer120.dll)
Errors occurred in functionnetSimple(Client).Open"

OK - Ive checked and these dlls are in the  application folder.

This is all beyond me.... can I have some guidance please, and a solution....?

this was likely not helpful, and may even have been harmful.
