Localhost SSL error no longer provides option to ignore and continue

Hi

Using localhost whilst developing I get the following error and no longer have the option to ignore and continue.
I think this started happening after recent windows update (possibly)
NTWS version has not changed (10.15)

Have there been changes in the way unsecured sites are handled by browsers?
I have also tried to disable the virus scanners, in case it intercepts this and contributes.

This site can?t provide a secure connection
localhost uses an unsupported protocol.
ERR_SSL_VERSION_OR_CIPHER_MISMATCH

Unsupported protocol
The client and server don't support a common SSL protocol version or cipher suite.
