Nettalk and Softvelocity IP Driver

Can these two work together.  I recompiled a Nettalk webserver app with the IP driver and I get a File Access Error : "Datamanager not found (9)" error.  Normal Windows apps compile and work just fine.

yes, the two work together fine without conflicting.

DataManager not Found sounds like a normal IP driver error where you haven't set up your IP Server, or set your settings to the IP Server correctly.
